O Fórum Estadual em Defesa dos Direitos e Cidadania de LGBT (Lésbicas, Gays, Bissexuais, Travestis, Transexuais e Transgêneros) do Espírito Santo quer ações efetivas do Estado para combater crimes relacionados a homofobia. Nesta sexta-feira (24), integrantes do Fórum se reuniram com entidades ligadas a defesa dos Direitos Humanos para discutir o assassinato de Wylis Delfino Vitoriano, 26 anos, e o suicídio de Roliver de Jesus, 10 anos.O grupo quer que os crimes sejam investigados com maior agilidade para não cair no esquecimento. Wylis foi morto com 68 facadas em Vila Velha. Para os membros do Fórum o assassinato tem características homofóbicas devido a quantidade de facadas que Wylis levou na última quarta-feira (22).
Outro caso discutido durante o encontro foi o suicídio de Roliver, registrado em Vitória. Ele já vinha sendo vítima de agressões e humilhações na escola. Além dele, a irmã também era humilhada. Na sexta-feira (17), véspera de Carnaval, Roliver de Jesus foi para a escola. Lá mais uma vez acabou se tornando alvo de piadas. Crianças e adolescentes rodearam o menino. Alunos contam que ele foi humilhado verbalmente e empurrado. Ao chegar em casa se enforcou com o cinto da mãe. Ele foi encontrado já desacordado pelo pai.
Os dois casos de violência chamaram a atenção nos últimos dias na Grande Vitória. As entidades reunidas nesta sexta decidiram montar duas equipes para acompanhar as investigações dos crimes, sendo um por homofobia e outro por bullying.
De acordo com o coordenador do Fórum, Christovam Mendonça, o que chama a atenção no caso do garoto, alvo de chacota dos colegas, é que a mãe do menino já havia comunicado as humilhações sofridas pelo filho à escola e ao Conselho Tutelar.
"Nos assustou pela omissão da escola, do gestor e do Conselho Tutelar. Essa vida poderia ter sido poupada. Isso nos motivou a fazer essa reunião para que o poder público e a sociedade civil busquem soluções para resolver o problema", ressalta.
A secretaria municipal de Educação afirma que não teve conhecimento formal de que o aluno era vítima de bullying, mas atendeu ao pedido da mãe do aluno para transferir os três filhos para outra unidade. A secretaria frisa que por desconhecer o problema ofertou três novas vagas em escolas diferentes. A mãe das crianças não efetivou as transferências.
A secretaria informa ainda que a rede municipal de ensino é monitorada por um grupo de pedagogos. Os profissionais têm como objetivo evitar problemas desse tipo, mas em nenhum momento o grupo foi informado de que ocorria bullying com o garoto, ressalta a secretaria municipal de Educação.
A preocupação com os atos de discriminação é tão grande que os grupos irão monitorar diversos órgãos públicos, como as secretarias de Segurança Pública e de Justiça. "Os grupos irão monitorar e acompanhar todos os órgãos, inclusive o Ministério Público Estadual (MPES). Houve realmente por parte do poder público negligência no atendimento ao estudante? Queremos obter essa resposta. Queremos que os criminosos possam ser punidos", diz.
Mendonça, ressalta que somente nesse ano 56 assassinatos homofóbico foram registrados no Brasil. Ou seja, um a cada dia. No Espírito Santo não existe nenhuma lei que ampare o grupo LGBT. Apenas uma data: 17 de maio é lembrada como o Dia Estadual contra a homofobia. O Fórum pretende apresentar projetos na Assembleia Legislativa, com propostas para combater e inibir a homofobia.
"A lei, além do papel punitivo para os criminosos, tem papel pedagógico. Ela educa e mostra caminhos alternativos. Só se combate a homofobia com muita cultura e educação. A lei tem esse procedimento pedagógico também", explica.
O subsecretário estadual de Direitos Humanos Perly Cipriano, salienta que é necessário criar um conselho estadual para combater a homofobia no Espírito Santo. "É preciso criar um Espírito Santo sem homofobia, portando, não é uma questão interna de secretarias, mas de toda sociedade. Precisamos criar uma sociedade inclusiva, onde as pessoas respeitem as outras independente da sua orientação sexual, de cor, raça e religião", justifica.
O grupo se reunirá em breve, assim que obter respostas dos órgãos responsáveis pelas investigações dos dois casos.

The two cases of violence have drawn attention in recent days in the Great Victory. The authorities met on Friday decided to set up two teams to monitor the investigations of crimes, one for homophobia and bullying by the other.
According to the coordinator of the Forum, Christovam Mendonça, which draws attention in the case of the boy, the butt of ridicule from colleagues, is that the boy's mother had reported the humiliations suffered by the child to school and Guardianship Council.
"We scared the failure of the school, the manager and the Guardian Council. This life could have been spared. This motivated us to make this meeting so that the government and civil society to seek solutions to solve the problem," he says.
The Municipal Secretary of Education states that had no formal knowledge that the student was bullied, but responded to the request of the student's mother to transfer her three children to another drive. The department notes that by ignoring the problem offered three new jobs in different schools. The children's mother is not effected transfers.
The secretariat reported that the municipal school system is monitored by a group of educators. Professionals aim to prevent such problems, but at no time the group was informed that bullying occurred with the boy, says the Municipal Secretary of Education.
The concern over acts of discrimination is so great that the groups will monitor various public agencies, such as the departments of Public Safety and Justice. "The groups will monitor and track all organs, including the State Public Prosecutor (MSEs). There was actually a part of government negligence in meeting the student? We want to answer that. We want criminals to be punished," he says.
Mendonca, says that this year only 56 were recorded homophobic murders in Brazil. That is, one every day. In the Holy Spirit there is no law that sustain the LGBT group. Only one date: May 17 is remembered as the State Day Against Homophobia. The forum aims to present bills to the Legislative Assembly, with proposals to combat homophobia and inhibit.

Undersecretary of State Human Rights Perly Cipriano, emphasizes the need to create a state council to combat homophobia in the Holy Spirit. We need to create an inclusive society where people respect others regardless of their sexual orientation, color, race and religion" is justified.
