É oficial. Os governantes da cidade de St. Petersburg, a segunda maior e uma das mais bonitas da Rússia, votaram a favor da lei que impõe multas de até US$ 17.200 para quem promover a homossexualidade. Com isso, se torna ilegal escrever livros, publicar artigos ou simplesmente falar em público sobre ser gay, lésbica, bissexual ou transexual.
A votação, que foi realizada nesta quarta-feira (29) teve 29 votos a favor, 5 contra e uma abstenção.  Os governantes locais afirmam que a lei é necessária para proteger o desenvolvimento moral e espiritual dos menores de idade.
A AllOut.org, grupo que luta pelos direitos gays, organizou flash mobs na última terça-feira (28) em frente de várias embaixadas russas pelo mundo como forma de protesto.

A lei agora terá que passar pela aprovação do governador Georgy Poltavchenko. Mas, em declarações anteriores, Georgy já havia dito que a legislação tem que servir para "o bem da moral pública". Ou seja, ele deve aprovar na certa.

Sempre atento e defensor das questões LGBT, o deputado Jean Wyllys (PSOL-RJ) se manifestou contra o projeto que ficou conhecido como de “cura gay”.

De autoria do deputado João Campos (PSDB-GO), o PL quer alterar a resolução do Conselho Federal de Psicologia, de 1999, que estabelece normas éticas a psicólogos com relação à orientação sexual.

“Não bastasse a inconstitucionalidade do projeto, que contraria os princípios fundamentais da Constituição Federal de 1988, a proposta vai contra todos os tratados internacionais de Direitos Humanos”, escreveu Wyllys em seu portal.

Para o deputado, “o  argumento de que a homossexualidade pode ser ‘curada’ é tão absurdo como seria dizer que a heterossexualidade pode ser  ‘curada’”.

O PDL do deputado – o mesmo da PEC n° 99 de 2011, ou a “PEC da Teocracia” que pretende que as “associações religiosas” possam “propor ação de inconstitucionalidade e ação declaratória de constitucionalidade de leis ou atos normativos, perante a Constituição Federal” – é, no mínimo, criminoso, e vai também contra os direitos à saúde da população, pois sabemos que essas supostas terapias de “cura gay” nada mais são do que mecanismos de tortura que produzem efeitos psíquicos e físicos altamente danosos, que vão da destruição da auto-estima de um ser humano, até o suicídio de muitos jovens – como ocorreu recentemente nos Estados Unidos, onde mais um adolescente gay, de 14 anos, tirou sua própria vida apos ter sofrido assedio homofóbico na escola.

A tragédia ocorreu no Tennessee, estado dos EUA cujo Senado votava, há um ano, um projeto de lei que proibia professores de mencionar a homossexualidade em sala de aula e logo após outro adolescente gay do Tennessee, Jacob Rogers, tirar sua própria vida. Alguns dias antes, mais dois jovens norte-americanos também se suicidaram, depois de anos de sofrimento: Jeffrey Fehr, 18, e Eric James Borges, de 19 (este último cresceu em uma família fundamentalista cristã que inclusive tentou exorcizá-lo).

Essas supostas terapias, repudiadas unanimemente pela comunidade científica internacional, constituem um grave perigo para a saúde pública. Adolescentes e jovens são obrigados, muitas vezes pela própria família, a tentar mudar o que não pode ser mudado, são pressionados para isso por estes grupos que promovem as mal chamadas “terapias de reversão da homossexualidade” e acabam com graves trastornos psíquicos ou se suicidam. Os responsáveis desses crimes deveriam ser punidos, mas o deputado Campos propõe um amparo legal para que, além de fugir da responsabilidade penal pelos seus atos, possam dizer que a lei os protege e que suas atividades criminosas são lícitas.

Nos EUA, um dos mais conhecidos grupos que dizem “curar” a homossexualidade é Exodus. Mas os “ex gays” de Exodus, mais tarde ou mais cedo, acabam sendo “ex ex gays”, porque a orientação sexual não pode ser mudada ou escolhida a vontade (sobre isso também há absoluto consenso na comunidade científica). Varios ex líderes do grupo pediram públicamente perdão por seus crimes alguns anos atrás: “Peço desculpas a aqueles que acreditaram na minha mensagem. Tenho ouvido nos últimos tempos numerosas histórias de abuso e suicídio de homens e mulheres que não puderam mudar sua orientação sexual, apesar do que Exodus e outros ministérios lhes dizeram. Uma participante que conheci caiu numa profunda depressão e preferiu saltar de uma ponte. Naquele momento, disseram-me que não era minha culpa, mas meu coração não acreditou”, declarou numa coletiva de imprensa Darlene Bogle, ex liderança da seita, junto a outros colegas que se arrependeram com ela.

Há uma preocupante confusão na sociedade, incitada por esse fundamentalismo religioso, que precisa ser esclarecida antes que a saúde física e psíquica de mais jovens seja afetada: ao contrario da religião, a orientação sexual de um indivíduo não é uma opção. Se o Estado é laico – como o é o brasileiro desde 1890 – questões de cunho moral e místico não podem ser parâmetro nem para a elaboração das normas nem para o seu controle. Valores espirituais não podem ser impostos normativamente ao conjunto da população.

Um projeto de decreto legislativo quer sustar dois artigos instituídos em 1999 pelo órgão. Eles proíbem emitir opiniões públicas ou tratar a homossexualidade como um transtorno.
Segundo o projeto do deputado João Campos (PSDB-GO), líder da Frente Parlamentar Evangélica, o conselho "extrapolou seu poder regulamentar" ao "restringir o trabalho dos profissionais e o direito da pessoa de receber orientação profissional".
O conselho de psicologia questiona se o projeto pode interferir na sua autonomia. Para o presidente do órgão, Humberto Verona, estão lá normas éticas para combater "uma intolerância histórica".

Fórum LGBT quer evitar casos como a morte de menino de 10 anos ( Noticia ) - LGBT Forum wants to avoid cases like the death of 10 year old boy (News)

O Fórum Estadual em Defesa dos Direitos e Cidadania de LGBT (Lésbicas, Gays, Bissexuais, Travestis, Transexuais e Transgêneros) do Espírito Santo quer ações efetivas do Estado para combater crimes relacionados a homofobia. Nesta sexta-feira (24), integrantes do Fórum se reuniram com entidades ligadas a defesa dos Direitos Humanos para discutir o assassinato de Wylis Delfino Vitoriano, 26 anos, e o suicídio de Roliver de Jesus, 10 anos.

O grupo quer que os crimes sejam investigados com maior agilidade para não cair no esquecimento. Wylis foi morto com 68 facadas em Vila Velha. Para os membros do Fórum o assassinato tem características homofóbicas devido a quantidade de facadas que Wylis levou na última quarta-feira (22).

Outro caso discutido durante o encontro foi o suicídio de Roliver, registrado em Vitória. Ele já vinha sendo vítima de agressões e humilhações na escola. Além dele, a irmã também era humilhada. Na sexta-feira (17), véspera de Carnaval, Roliver de Jesus foi para a escola. Lá mais uma vez acabou se tornando alvo de piadas. Crianças e adolescentes rodearam o menino. Alunos contam que ele foi humilhado verbalmente e empurrado. Ao chegar em casa se enforcou com o cinto da mãe. Ele foi encontrado já desacordado pelo pai.

Os dois casos de violência chamaram a atenção nos últimos dias na Grande Vitória. As entidades reunidas nesta sexta decidiram montar duas equipes para acompanhar as investigações dos crimes, sendo um por homofobia e outro por bullying.

De acordo com o coordenador do Fórum, Christovam Mendonça, o que chama a atenção no caso do garoto, alvo de chacota dos colegas, é que a mãe do menino já havia comunicado as humilhações sofridas pelo filho à escola e ao Conselho Tutelar.

"Nos assustou pela omissão da escola, do gestor e do Conselho Tutelar. Essa vida poderia ter sido poupada. Isso nos motivou a fazer essa reunião para que o poder público e a sociedade civil busquem soluções para resolver o problema", ressalta.

A secretaria municipal de Educação afirma que não teve conhecimento formal de que o aluno era vítima de bullying, mas atendeu ao pedido da mãe do aluno para transferir os três filhos para outra unidade. A secretaria frisa que por desconhecer o problema ofertou três novas vagas em escolas diferentes. A mãe das crianças não efetivou as transferências.

A secretaria informa ainda que a rede municipal de ensino é monitorada por um grupo de pedagogos. Os profissionais têm como objetivo evitar problemas desse tipo, mas em nenhum momento o grupo foi informado de que ocorria bullying com o garoto, ressalta a secretaria municipal de Educação.

A preocupação com os atos de discriminação é tão grande que os grupos irão monitorar diversos órgãos públicos, como as secretarias de Segurança Pública e de Justiça. "Os grupos irão monitorar e acompanhar todos os órgãos, inclusive o Ministério Público Estadual (MPES). Houve realmente por parte do poder público negligência no atendimento ao estudante? Queremos obter essa resposta. Queremos que os criminosos possam ser punidos", diz.

Mendonça, ressalta que somente nesse ano 56 assassinatos homofóbico foram registrados no Brasil. Ou seja, um a cada dia. No Espírito Santo não existe nenhuma lei que ampare o grupo LGBT. Apenas uma data: 17 de maio é lembrada como o Dia Estadual contra a homofobia. O Fórum pretende apresentar projetos na Assembleia Legislativa, com propostas para combater e inibir a homofobia.

"A lei, além do papel punitivo para os criminosos, tem papel pedagógico. Ela educa e mostra caminhos alternativos. Só se combate a homofobia com muita cultura e educação. A lei tem esse procedimento pedagógico também", explica.

O subsecretário estadual de Direitos Humanos Perly Cipriano, salienta que é necessário criar um conselho estadual para combater a homofobia no Espírito Santo. "É preciso criar um Espírito Santo sem homofobia, portando, não é uma questão interna de secretarias, mas de toda sociedade. Precisamos criar uma sociedade inclusiva, onde as pessoas respeitem as outras independente da sua orientação sexual, de cor, raça e religião", justifica.

O grupo se reunirá em breve, assim que obter respostas dos órgãos responsáveis pelas investigações dos dois casos.

Um representante do movimento dos direitos LGBT entrou pelo corredor central da Câmara com uma bandeira com as cores do movimento e um cartaz com os dizeres: "Falam que ser gay é pecado. E roubar?". O manifestante foi ovacionado pelo público.

Minutos depois, a população protagonizou um dos momentos mais quentes, quando o advogado de defesa ocupou a tribuna. Batochio ameaçou deixar a sessão e não usar o tempo da defesa caso as manifestações não cessassem.

Os populares que acompanharam a sessão que resultou na cassação do mandato do prefeito Silvio Félix fazem festa do lado de fora do plenário. Fogos de artifício e carros de som servem para animar a população.

Os investigadores estão inicialmente buscando a identificação da vítima”, afirmou a delegada Sílvia Maria Pauluzi.

Ainda conforme a polícia, a vítima era jovem e tinha duas tatuagens no corpo, uma nas costas e outra no braço. A travesti, disse a delegada, pode ter combinado um programa na região onde foi espancada até a morte. A polícia vai começar a fazer diligências para iniciar as buscas ao suspeito de cometer o crime.
