O governo de Uganda baniu nesta quarta-feira 38 organizações não governamentais acusadas de promover a homossexualidade e atrair crianças para a causa, em mais uma medida que deve despertar polêmica entre a comunidade internacional. Segundo o ministro de Ética do país, Simon Lokodo, as organizações recebem apoio do exterior e planejam “recrutar e incentivar crianças à homossexualidade”.
"As ONGs são canais pelos quais verbas são enviadas para a promoção do homossexualismo. Tenho o registro de encontros de grupos que planejavam reforçar e aprimorar técnicas de recrutamento" alega o ministro, um ex-religioso católico, que não identificou as organizações atingidas pela decisão do governo.
Em Uganda, e em outros 30 países da África, a homossexualidade é considerado uma ação ilegal e poucos africanos têm coragem de admitir sua condição sexual, temendo ser presos, perder o emprego ou ser alvo de violência.
Um projeto de lei que prevê penas mais duras contra homossexuais e que criminaliza a promoção da homossexualidade, incluindo apoio financeiro a eles, está para ser votado no Parlamento de Uganda. Antes de ser reformulado, o texto previa pena de morte para infratores reincidentes, assim como condenações de prisão perpétua. Tais imposições foram derrubadas após duras que críticas da comunidade internacional e ameaças de cortes na ajuda externa.
Ministro cancela conferência sobre direitos e polícia prende ativistas
Na segunda-feira, Lokodo ordenou o cancelamento de uma conferência sobre os direitos LGBTs que seria realizada em um hotel nos arredores da capital, Kampala. Agentes de segurança isolaram o local por várias horas e prenderam ativistas LGBTs em toda a região.
"Eles disseram que estavam investigando uma ameaça à segurança do local" disse Pepe Julian Onziema, um ativista pelas minorias sexuais em Uganda que participou do encontro. "O ministro está tentando nos intimidar".
Cerca de 15 ativistas de Uganda, Ruanda, Quênia e Tanzânia foram levados à delegacia local para prestar depoimento, mas depois foram liberados sem acusações.
Mohammad Ndifuna, diretor da ONG Human Rights Network Uganda, uma das instituições que teve o registro cassado pelo Ministério da Ética, disse que as ameaças de Lokodo são parte de um grande ataque à sociedade civil, que não tem como alvo somente ativistas pelos direitos LGBTs.
"Nós sabemos que têm emergido todos os tipos de ameaças contra ONGs de diferentes setores da sociedade e por diferentes razões" afirmou.

The Ugandan government on Wednesday banned 38 non-governmental organizations accused of promoting homosexuality and attract children to the cause, in another move that should arouse controversy among the international community. According to the Minister of Ethics of the country, Simon Lokodo, organizations receive support from abroad and plan to "recruit and encourage children to homosexuality."
"NGOs are channels through which funds are sent to the promotion of homosexuality. I have a record of meetings of groups that planned to strengthen and improve recruitment techniques" claims the minister, an ex-Catholic religious, who did not identify the organizations affected by the decision government.
In Uganda, and in 30 other African countries, homosexuality is considered an illegal action and few Africans have the courage to admit their sexual condition, fear of being arrested, losing your job or be the target of violence.
A bill providing for stiffer penalties against gays and criminalizing the promotion of homosexuality, including financial support for them is to be voted in the Parliament of Uganda. Before being redrafted the text provided the death penalty for repeat offenders, and sentences of life imprisonment. Such charges were dropped after harsh criticism that the international community and threats of cuts in foreign aid.
Minister cancels conference on rights and police arrest activistsOn Monday, Lokodo ordered the cancellation of a conference on LGBT rights to be held in a hotel on the outskirts of the capital, Kampala. Security officials cordoned off the site for several hours and arrested LGBT activists across the region.
"They said they were investigating a threat to the security of the site," said Pepe Julian Onziema, an activist for sexual minorities in Uganda who attended the meeting. "The minister is trying to intimidate us."
About 15 activists from Uganda, Rwanda, Kenya and Tanzania were taken to the local police station for questioning but were later released without charge.
Mohammad Ndifuna, director of the NGO Human Rights Network Uganda, one of the institutions that had the registration revoked by the Department of Ethics, said the threats Lokodo are part of a major attack on civil society, which does not target only LGBT rights activists .
"We know that we have emerged from all types of threats against NGOs from different sectors of society and for different reasons," he said.
