Militantes pelos direitos das pessoas travestis e transexuais foram homenageados, na manhã desta segunda-feira (29), para comemorar o Dia Nacional de Visibilidade Trans. Além de discussões sobre o tema, houve entrega de mudas do Cerrado aos presentes.“Celebrar este dia, para nós, significa celebrar a vida. Temos que nos unir para alcançar uma sociedade mais igualitária”, disse Ana Paula Benett, assessora da Coordenação de Diversidade, da Secretaria do Trabalho, Desenvolvimento Social, Mulheres, Igualdade Racial e Direitos Humanos.
A professora Natalha Silva, de 34 anos, perdeu as contas de quantas vezes foi agredida verbal ou fisicamente. Em um dos mais graves ataques, a docente, que vive na Estrutural, foi golpeada com mais de 20 facadas. “Eu fiquei entre a vida e a morte”, relatou.
Para ela, momentos de reconhecimento da causa ajudam a fortalecer a pauta de reivindicações. “É uma luta diária”, contou. Ela se emocionou com a cerimônia.
O evento ainda reuniu pessoas de outras partes do Brasil e do mundo. Tatiana Araújo mora em Aracaju e é presidente da Rede Nacional de Pessoas Trans. Ela sempre acompanha as legislações em todo o País e acredita que Brasília está dando exemplo.
“Temos que reconhecer a coragem do governador Rodrigo Rollemberg de assumir a nossa pauta e começar a criar uma política LGBT estruturada no DF”, avaliou.
Em 30 de janeiro de 2017, o governador de Brasília, Rodrigo Rollemberg, assinou o decreto que institui o uso do nome social e o reconhecimento da identidade de gênero de pessoas trans no âmbito da administração pública direta e indireta do DF.
Com isso, secretarias e órgãos do governo passaram a tratar funcionários pelos nomes sociais em trâmites, documentos e cartões de identificação.
Histórico de ações voltadas à população LGBT
Desde 2016, o governo de Brasília criou várias políticas de apoio à comunidade LGBT. A primeira data de 21 de janeiro daquele ano, com a criação da Delegacia Especial de Repressão aos Crimes por Discriminação Racial, Religiosa ou por Orientação Sexual ou contra a Pessoa Idosa ou com Deficiência (Decrin).
Em 23 de fevereiro de 2017, criou-se o Comitê Intersetorial de Promoção dos Direitos Humanos e da Cidadania da População LGBT, da Secretaria do Trabalho. Ele propõe e acompanha políticas públicas para garantir os direitos dos cidadãos da comunidade.
No mesmo ano, em 11 de abril, foram estabelecidos procedimentos para a divulgação de dados sobre violência contra crianças, jovens, idosos, negros, mulheres, população LGBT e pessoas com deficiência em Brasília. A intenção é fortalecer o enfrentamento a esses tipos de agressão.
Já em 26 de junho, dois decretos foram assinados por Rollemberg em apoio as pessoas LGBT. Um estipulava sanções a práticas discriminatórias por orientação sexual no DF, enquanto o outro criava o Conselho Distrital de Promoção dos Direitos Humanos e Cidadania de LGBTs, também na pasta do Trabalho.
Em casos de denúncias, o conselho abre processo administrativo para apurar e para aplicar penalidades. A apuração por parte do governo não causa prejuízo a outras de natureza civil ou penal. Se a comissão detectar indícios de crime, encaminha uma cópia dos autos para o Ministério Público do DF e Territórios.
Para dar maior atenção à saúde de travestis e transexuais, as Secretarias de Saúde e do Trabalho inauguraram o Ambulatório Trans em 14 de agosto. Ele conta com equipe multiprofissional para garantir acesso integral da população trans à saúde pública.
A Secretaria de Cultura instituiu a Política Cultural de Ações Afirmativas em 28 de setembro de 2017. A pasta visava ampliar o reconhecimento da diversidade de identidades e manifestações culturais.
Menos de um mês depois, em 17 de outubro de 2017, a Companhia de Planejamento do DF (Codeplan) divulgou o estudo Um olhar sobre a população LGBT no Distrito Federal, que expõe informações sobre a comunidade da Pesquisa Nacional por Amostra de Domicílios (Pnad/IBGE).
E a última política antes da carteira de identidade com nome social ocorreu em 22 de dezembro do ano passado, com a alteração do Dia de Combate à Homofobia, comemorado em 17 de maio, para Dia de Combate à LGBTfobia. A data consta do calendário oficial de eventos do DF.

With this, secretaries and government agencies began to treat employees by social names in paperwork, documents and identification cards.
History of actions aimed at the LGBT population
Since 2016, the government of Brasilia has created several policies to support the LGBT community. The first date of January 21 of that year, with the creation of the Special Repression of Crimes for Racial Discrimination, Religious or Sexual Orientation or against the Elderly or with Disability (Decrin).
On February 23, 2017, the Inter-Sectoral Committee for the Promotion of Human Rights and Citizenship of the LGBT Population of the Labor Secretariat was created. It proposes and follows up public policies to guarantee the rights of citizens of the community.
In the same year, on April 11, procedures were established for the dissemination of data on violence against children, youth, the elderly, blacks, women, the LGBT population and people with disabilities in Brasilia. The intention is to strengthen the confrontation with these types of aggression.
As early as June 26, two decrees were signed by Rollemberg in support of LGBT people. One stipulated sanctions for discriminatory practices based on sexual orientation in the Federal District, while the other created the District Council for the Promotion of Human Rights and Citizenship of LGBTs, also in the Labor portfolio.
In cases of denunciations, the board opens an administrative proceeding to determine and to apply penalties. The calculation by the government does not cause prejudice to others of a civil or criminal nature. If the commission detects indications of crime, it forwards a copy of the case to the Public Ministry of the Federal District and Territories.
To give more attention to the health of transvestites and transsexuals, the Secretariats of Health and Labor inaugurated the Trans Ambulatory on August 14. It has a multiprofessional team to guarantee full access of the trans population to public health.
The Culture Secretariat instituted the Affirmative Action Cultural Policy on September 28, 2017. The aim of the portfolio was to broaden the recognition of the diversity of cultural identities and manifestations.
Less than a month later, on October 17, 2017, the Planning Company of the DF (Codeplan) released the study A look at the LGBT population in the Federal District, which presents information about the community of the National Household Sample Survey / IBGE).
And the last policy before the social identity card took place on December 22 last year, with the amendment of the Day to Combat Homophobia, celebrated on May 17, to Fight LGBTophobia Day. The date appears in the official calendar of events of the DF.
